you should lodge your 485 by paper OR If the dibp consider you are NOT qualified to apply 485 while hold bvd , you have to apply a student visa in the 28 days of the last substansive visa ceased then apply 485.
The dibp is right, grant bvd to you to aviod you become unlawful uncitizen
